The converter uses the short scale numbering system standard in the United States, Canada, the United Kingdom, and most English-speaking countries: one billion equals 1,000,000,000 (10⁹). In the short scale, each new term — thousand, million, billion, trillion — is one thousand times the previous one. The long scale used in continental Europe defines billion differently (10¹²), but English-language financial and legal documents follow the short scale universally.

Decimal handling follows the check-writing convention: the fractional part is shown as "and XX/100" rather than spelling out each decimal digit. This is the format banks and notaries expect. The input parser is locale-tolerant — it accepts both 1,234.56 (US) and 1.234,56 (European) formats.
