How rotating a PDF works here
Quick answer: choose your PDF, pick 90° clockwise, 180° or 90° counter-clockwise, choose all pages or only some (tap their numbers or type them, like 2, 4-6), and press Rotate PDF. The new file opens the right way up in every viewer, on every device, for whoever you send it to.
Why the rotate button in your PDF viewer "doesn't save": most viewers only turn the view on your screen. This tool changes the page's own rotation setting inside the file, which is what every viewer and printer reads. The page content is not redrawn, so nothing loses quality and the file size barely changes.
Handy for scans where a few pages went in sideways, landscape tables in the middle of a portrait report, or a whole document photographed upside down. Your PDF is never uploaded, there is no size limit, and the original is left untouched.

Which way is 90°?
90° to the right is clockwise: the top of the page ends up on the right side. 90° to the left is counter-clockwise, and 180° turns an upside-down page the right way up. The rotation is added to whatever rotation the page already had.
